    Introduction

    Complementary and Alternative Medicine (CAM) has been increasingly used and researched in developed countries over the past 25 years, and the organized international cooperation in this field is also developing significantly. Multinational institutions and organizations consider CAM to be an appropriate complement to existing systems in the context of the global health crisis.

    The Institute for Non-Medical Therapies (https://www.upnt.cz) is organizing, in cooperation with the Professional Chamber Sanator – the Union of Biotronicists of Josef Zezulka (https://www.sanator.cz), representing one of the branches of CAM, organizes an international congress of complementary and alternative medicine called CONGRESS CAM 2020 PRAGUE in the building of Prague City Hall on 19-21 June 2020. The aim is to promote the exchange of experience in the field of CAM and cooperation between cities as well as the cooperation between medicine and alternative disciplines, with an emphasis on prevention, firstly aimed at the target group of children and secondly of the sustainability of the health system aimed at the target group of seniors.

    The long-term goal of the Congress, which will be held regularly in the coming years in Prague is to create a stable platform for international cooperation in the field of CAM (see below) and this way contribute to finding a functional model of health care with increasing patient demand and increasing economic pressure. Prague, in addition to London, Brussels and Barcelona, can become an important European centre for complementary and alternative medicine (CAM) in Europe.

    Project Objectives

    CAM 2020 PRAGUE CONGRESS aims to:

    • Awareness – to support the awareness of the Czech professional and general public about the situation of complementary and alternative medicine (CAM) in Europe and worldwide and to present the activities of the WHO and the European Commission in this area to the City of Prague
    • Development of mutual relations - mediate contact and development of mutual relations between representatives of Czech groups of alternative medicine and representatives of foreign specialized workplaces in order to exchange experiences and cooperation between among cities and also between medicine and non-medical fields while helping, where appropriate, the involvement of Czech entities in international CAM structures
    • Harmonization of national legislation – provide a space for progressive alignment of national legislations in the field of alternative treatment and prevention of civilization diseases within the EU
    • Establishment of the tradition of CAM congresses in Prague - to start regular meetings of CAM professionals in Prague and to support future repeated visits of foreign professional public in the capital
    • Presentation: The Congress will be presented at www.CAM2020PRAGUE.com (in Czech and English) and in the media (press, radio, TV, internet). After the Congress, a collection of contributions will be published for the professional and general public (in Czech translation). Part of the congress will be individual presentations of participants published in publicly accessible premises of the Prague City Hall.

    Project Preparation – Ensuring International Participation

    In recent months, representatives of the Sanator Professional Chamber Sanator have made several business trips to Brussels, the WHO headquarters in Geneva, repeatedly to the British UK Parliament (London), Barcelona, Tarragona, Cologne and other places to present this congress. In the UK British Parliament, they attended a conference organized by the AllTrans-Party Parliamentary Group onof Indian Traditional Sciences on International Yoga Day. Tomáš Pfeiffer, Director of the Professional Chamber Sanator - the Union of Biotronicists of Josef Zezulka, gave a short speech and presented to the auditorium with the CONGRESS CAM 2020 PRAGUE.

    Sanator - the Union of Biotronicists of Josef Zezulka is a member of these significant international organizations:

    - Platforms for European Public Health Policy at the European Commission

    - ISCMR – International Society for Complementary Medicine Research

    - ANME – Association for Natural Medicine in Europe

    - EUAA – European Ayurveda Association

    These international organizations have shown great interest in this congress and have welcomed it. The participation of about 60 % of CAM associations at European level, including the UK, is pre-negotiated at this moment.

    The support of WHO is in talks.

    The Long-Term Objective of the Project - Prague Is One of the Centres of International Cooperation in the Field of CAM

    The main objective of the CAM 2020 PRAGUE CONGRESS is to create a platform for international cooperation in CAM (PLATFORM CAM 2020 PRAGUE, see below). The plan is to repeat the congress every two years other year until 2030. A large number of foreign guests from all over Europe, possibly from all over the world, will visit Prague during five following congresses. Prague will thus become an important centre of CAM in Europe.

    Design of the Platform (Internet Communication Space), which will be the result of the CAM 2020 PRAGUE CONGRESS:

    Motto: Health knows no boundaries – Let’s seek what unites us

    Preamble:

    The members of the platform establish a common united information space and service for all CAM branches to the patients’ benefit and their free holistic approach to health with the aim:

    • to establish an equal approach and mutual respect between the academic and CAM branches, especially by the creation of a safe space for mutual communication
    • to create programmes of prevention and the sustainable growth of healthcare by decreasing its costs, e.g. according to the recommendations of WHO, WHA, the Council of Europe, the European Commission, the European Parliament, NATO (see the appendix) including developing countries
    • to support and get involved in the projects of WHO, WHA, the Council of Europe, the European Commission, the European Parliament, national initiatives and others whose aim is the sustainable growth of our planet
    • to help towards better knowledgeability of national governments and the European Parliament in the area of holistic treatment

    The Platform establishes these sections to achieve the above-mentioned aims:

    I PUBLIC RELATIONS SECTION – especially relations with healthcare professionals, the media and patients with the aim to bring the public objective, verified information on the situation in CAM. Therefore, these steps will be taken, besides others:

    1. The members of the platform will place their press release - articles, TV shots and others here so that the platform can better coordinate its activities.
    2. A database of the media and organizations acting in favour of CAM will be formed in sake of the common progress.
    3. A union of patients interested in CAM will be established in a special regime so that a possible support for the branches within the CAM 2020 Prague PLATFORM is gained.
    4. A list of organized events - congresses, workshops, courses, etc. will be released here.

    II LEGISLATIVE SECTION will cover this information:

    1. Resolutions of international and national institutions on CAM.
    2. The current state of laws in the particular countries.
    3. The ongoing actions in the area of law taken by the CAM 2020 PRAGUE PLATFORM including potential petitions, etc.
    4. The currently achieved results in Parliaments and Health Ministries.

    III SCIENCE AND RESEARCH SECTION will contain especially:

    1. The database of the finalized and ongoing research, including the information from PubMed, Cochrane and others.
    2. The list of institutions conducting research in the area of CAM.
    3. The planned research goals.
    4. The database of scientific publication activity.

    IV LIBRARIES SECTION will cover:

    1. Publications organized according to their branches and CAM press release.
    2. The information from the areas of law, legislation and science.
    3. The information describing the organization and evaluation of research.
    4. The records of CAM patients’ treatment results.
    5. The published opinions of the CAM opponents organized according to the particular branches and the responses of their representatives and potentially the whole Platform to the criticism.

    V ORGANIZATION SECTION will contain:

    1. The platform website for its members and the public.
    2. The list of the members of the CAM 2020 Prague Platform.
    3. Invitations to common actions.
    4. Space for announcements to other members and for discussion.
    5. An open bank account to all members for voluntary contributions to finance service activities. The financial resources can be only released after the members’ agreement. All members will have access to them – a matter of trust.
    6. All members can place information into their branch register always stating its source and a guarantee of correctness.

    Personal Human and Financial Resources

    Sanator - the Union of Biotronicists of Josef Zezulka Institute for Non-Medical Therapies is a non-profit organization whose statutory representative is Tomáš Pfeiffer (for more information see www.sanator.cz). All its activities have always been carried out within the framework of volunteering. Service and organizational work related to the congress will be provided by volunteers. Artists who perform in the cultural program will not require any fee for their performance. The participants of the congress will present their professional contributions without any claim to fees.

    The subsidy will be used for operating costs connected with the organization of a prestigious congress with significant international participation, e.g. renting of interpreting equipment, translation and interpreting, promotion of events in the media, promotional materials, publishing of omnibus, and accommodation of foreign congress participants.

    Conclusion

    A significant increase in the proportion of the population over 60 years of age is expected in the next 20 years, associated with higher elderly illness also in Prague. Due to the increasing life expectancy of the population and to better, more professional, but more expensive health care there is a risk of financial unsustainability of health care not only in Prague and in the Czech Republic, but also abroad. Complementary and alternative disciplines, which are often less expensive, can, help here. CONGRESS CAM 2020 PRAGUE should contribute to the search for ways to keep the system operational and to speed up the exchange of experience by putting knowledge into practice under increasing economic pressure.

    The professional chamber Sanator - the Union of Biotronicists Josef Zezulka (aka Professional chamber Sanator or KoS being the Czech acronym) is a non-profit organization, whose statutory representative is Tomáš Pfeiffer. The Chamber is the guarantor for the professional standard of biotronicists appointed to practise the discipline of Josef Zezulka Biotronics. Besides associating, training, educating and appointing the biotronicists of Josef Zezulka into practice, this Czech organization endeavours to raise awareness of the CAM (Complementary and Alternative Medicine) area in the Czech Republic through lecturing and publishing activities. A potential benefit, considered by KoS, is the co-operation between CAM and conventional medicine, which is also one of the main ideas of the World Health Organization's WHO Strategy for Traditional Medicine, which, among other things, recommends the integration of CAM into state healthcare systems. KoS has recently expanded its activities to participation in conferences of  international significance (e.g. the WHO's Sixth Ministerial Conference on Environment and Health, the EUROCAM Conference in Brussels and others) and has become a member of the European Commission's EU Health Policy Platform.
    In a joint effort, the team of the Professional chamber Sanator is constantly monitoring the current situation in the CAM area and is seeking to find new solutions in the sector of public health care, prevention and healthy lifestyle respectively. Findings of fact, own opinions and attitudes on topics related to the discipline of Josef Zezulka Biotronics and CAM are presented by the KoS Director Tomáš Pfeiffer as part of his lecturing all over the Czech Republic.
    The Professional chamber Sanator has already provided the public with information from world authorities, such as WHO, NATO, the European Parliament, the Council of Europe, the European Commission and a number of scientific databases such as the Cochrane Database of Systematic Reviews, PubMed / MEDLINE, Science Direct and others. The above mentioned facts are summarized in the KoS' publication entitled Alternative Medicine (CAM) in the world, which was first presented to the public at the KoS' Press Conference in November 2016. Since then, KoS has become an active participant in conferences of European and world importance.
    The objective of the Professional chamber Sanator is to bring the latest information on CAM to the Czech Republic, helping to expand the relevant data about CAM - the area that is used by 100,000,000 European citizens. To further disseminate the information and provide the Czech public with a new perspective on the issue is not only in the interest of KoS.

    The purpose of the Institute:
    a) to create mutual cooperation between medical branches and the branches of alternative and complementary medicine (CAM)

    b) to create conditions strengthening the position of complementary and alternative medicine (CAM) to the public benefit both on the national and international level,

    Activities of the Institute include:

    b) research, educational and publication activity and enlightenment in the area of alternative and complementary medicine (CAM)

    c) implementation and support of rudimentary and applied research, execution of specialized evaluations and studies

    d) the establishment of a platform for a discussion and ideas, experience and information sharing

    Tomáš Pfeiffer

    Tomáš Pfeiffer is a Czech philosopher, healer, biotronicist. He is the disciple and entrusted successor of the philosopher and founder of Biotronics, Mr. Josef Zezulka (1912 – 1992). 

    He established TOMÁŠ PFEIFFER - DIMENZE 2+2 Praha Publishing House aimed at publishing and distributing philosophical works, particularly those of Josef Zezulka.

    In the first half of the 1990s, Tomáš Pfeiffer became widely known for the Seance TV programme broadcast by Nova TV. Moreover, he participated in many other radio and TV programmes.

    He worked in the committee for alternative medicine under the Minister of Health of the Czech Republic and held the position of spokesman for the Czech Association of Professional Healing.

    He gave rise to the Foundation of Josef Zezulka through which the house of Biotronic Centre for Social Support is being built and operated. It is the seat of the Spiritual University Bytí, established in Prague on 30 March 1994. Its lectures are held all over the Czech Republic and are broadcast live by means of BIOVID TV stream on www.dub.cz.
    He is the statutory representative of the professional chamber Sanator – the Union of Biotronicists of Josef Zezulka, which is in charge of appointing and educating aspiring biotronicists and guarantees the professional standard. The chamber is a member of the EU Health Policy Platform.

    Furthermore, he publishes books, periodicals, CDs and DVDs, and writes on a regular basis. He is the representative of the spiritual-religious society The Society of Josef Zezulka being the 38th state-registered church.

    He is a sponsor of arts, organizes regular exhibitions, and is also involved in photography, filming and film production. As a traveller, he is devoted to studying foreign cultures.

    Tomáš Pfeiffer organizes multimedia concerts entitled The Common Interest featuring the historical instrument Aquarius Bell. More than 400 concerts entitled The Common Interest took place between 2007 and 2017.
