    45th Parallel Film Fest is an annual celebration of cinema that brings awareness to the importance of local and accessible media for all individuals to have their voices heard. Our goal is to celebrate creativity, skill, and culture within Oregon.

    45th Parallel Film Fest is organized and hosted by Capital Community Television (CCTV), a community media center located in Oregon's capital city of Salem.

    45th Parallel Film Fest (formerly Community Media Film Fest) offers Oregonians an opportunity to gain recognition in their own community for exceptional local media and video production. We have sponsors like Firetower Productions and PressPlay Salem, who want to reach individuals interested in digital media, cinematography and filmmaking, to build culture and the arts in Salem and surrounding communities. 


    CCTV Salem

    Capital Community Television (CCTV)'s mission is to provide community information through digital media and to teach people how to make their own video messages.

    CCTV was incorporated as a 501(c)(3) in 1989 and is funded by the City of Salem and Marion County from Franchise Fees paid by Comcast. CCTV manages Comcast channels 21, 22, and 23 in Salem and unincorporated Marion County. 

    All people in a democracy have the right and responsibility to take part in the decisions that affect them and their communities. Freedom of speech is vital to a healthy democracy and is guaranteed in the First Amendment. CCTV provides the community with the opportunity for political, cultural, artistic, spiritual, and individual expression on television.
