About Third World Congress on Disaster Management
Revolving around the central theme of "Building Resilience and Adaptation for Sustainable Development" the 3rd WCDM-2017 would involve national and sub-national governments, scientific and technical organisations, academia, professional bodies, industry, civil society, practitioners, media besides the UN bodies and multi-lateral and regional organisations.
The Third World Congress envisages to facilitate co-learning through dynamic information exchange, knowledge and best practices sharing, dwell on innovations and new models, enable sharing of new body of research; as well as honour the champions of disaster management, forge new partnerships, cultural exchange and social networking.
Together, Third World Congress community would strive to answer the following:
Focus on Vulnerable Population ( marginalized and deprived ): What strategies, resources and activities would be urgently required to scale up efforts in promoting a people-centered approach to disaster risk reduction and community resilience? What measures are age and gender-appropriate ( children, youth, women,disabled, etc. ) that need to be considered in improving risk governance at the local and national levels?
What are current good practices across diverse cultures and conditions in ending poverty, inequality and climate change / disasters?
International, National, Sub-National and Regional Policy Regime: What measures can be taken to harmonize policies and align tools and metrics across the post-2015 development agendas nationally and locally?
Localization: What concrete measures should be taken to address small recurrent disasters striking developing, least developed countries and small islands to help reduce the vulnerability ?
What urgent actions are required to build up resilience to disasters of vulnerable countries and communities to meet the 2030 development agenda ?
The Mission Of Third World Congress on Disaster Management
The core mission of the Congress is to share and reflect on knowledge, experiences and good practices on different aspects of disaster risk management, among various stakeholders, across multiple sectors and disciplines, within and outside governments, and at all levels, for "BUILDING A SAFE AND DISASTER RESILIENT FUTURE".
Expected key outcomes:
The global frameworks and agreements could achieve their envisaged targets only if we have a safe and resilient world which is lesser impacted by disasters. In other words, if disasters are not managed properly, the developmental targets may be delayed and / or may not be fully effective. Hence, the developmental professionals and disaster management practitioners need to work hand-in-hand to address such concerns including Disaster Management.
The Congress has been designed to focus on these concerns with experience based learnings, case studies, developmental pathways, inspirational discourses, knowledge summits, and policy conversations. Various facets of entire ecosystem of Disaster Management starting from Policy, Planning, Prevention, Preparedness, Mitigation, to Response, Rehabilitation and Reconstruction would be covered during the four days of deliberations encompassing various plenaries, technical, poster presentations and exhibition. While Dr. A.P.J Abdul Kalam, Former President of India has been the Chief Guest of the 1st World Congress, Hon'ble Chief Minister of Andhra Pradesh inaugurated the 2nd WCDM held in 2015. Hon'ble Union Minister for Urban Development and Parliamentary Affairs Shri M.Venkaiah Naidu has been the Chief Guest.
